Prepared, coordinated, and ready to respond.
Participants at Blackrock Camp have completed three intensive days of the Humanitarian Assistance Response Training – Allies and Partners (HART-A&P) course, led by @USPACOM’s @cfedmha and regional partners.
Throughout the course, @RFMF_Defence officers and disaster managers examined critical frameworks that govern civil-military coordination during crises:
⚫️ National response mechanisms and legal frameworks under the FRANZ Agreement and the Pacific Response Group (PRG)
⚫️ International humanitarian guidelines, including the Oslo Guidelines and U.S. Foreign Humanitarian Assistance principles
⚫️ Lessons learned from real-world responses, such as Tropical Cyclone Yasa and the 2018 Sulawesi earthquake and tsunami
⚫️ Logistics coordination with the UN World Food Programme and operational workflows of a Multinational Coordination Center (MNCC) alongside Singapore’s Changi RHCC
This foundational training sets the stage for this week's major milestone: a three-day, Fiji-led Tabletop Exercise (TTX) where participants will put these coordination skills into practice against complex disaster scenarios.

The United States is proud to partner with the Republic of Fiji Military Forces (RFMF) to launch the Humanitarian Assistance Response Training – Allies and Partners (HART-A&P) course.
Led by @USPACOM’s @cfedmha, this landmark training marks the first-of-its-kind HART-A&P iteration delivered specifically for the RFMF.
Effective disaster management requires strong partnerships before a crisis occurs. Over three days, RFMF personnel and civilian disaster managers are training alongside an expert multinational instructor cadre representing:
The Fiji National Disaster Risk Management Office (NDRMO)
The RFMF Joint Task Force Command (JTFC)
The Australian Civil-Military Centre (ACMC)
The Pacific Response Group (PRG)
The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA)
The Changi Regional HADR Coordination Centre (RHCC)
The United Nations World Food Programme (WFP)
Together, we are strengthening interoperability, sharing best practices, and enhancing collective readiness to save lives and alleviate suffering across the Blue Pacific.

The session focused on enhancing confidence, presence, and message delivery, helping the future disaster management leaders communicate clearly and decisively.
By sharpening these essential skills, participants are better equipped to support coordination, decision-making, and public communication during crises across the ASEAN region.
This session is part of ACE-LEDMP Phase II, a programme primarily supported by the Government of Japan through the Japan-ASEAN Integration Fund (JAIF).

Multiple hazards pose significant threats to Fiji, however the country maintains a strong disaster management system, supported by a modern legal framework, emergency management institutions, a nationally led cluster system, and strong CIVMIL coordination in disaster responses.
CFE-DM is proud to have hosted the workshop which aimed to strengthen OCD communications for disaster response operations and to share best practices in countering misinformation and disinformation during emergencies.
