Technical debt is almost always a business decision, not an engineering one. As such, the notion that “leadership” wouldn’t understand what technical debt is at a tech company seems like a really big fucking reach.

Tech Debt is one of those things that make sense to engineering, but to leadership it sounds like “we’ve created a mess over the years that slowed the product, we did nothing to fix it, and now we need to spend *even more* time and people on fixing it”. Not a winning argument.

"Technical debt" is probably the most useless term ever invented in regards to software systems. It doesn't create clarity. Doesn't help prioritize. No one gets rewarded for it. It's very existence is considered a failure, but no one is actually accountable for how it got there.
