Age is determined entirely by the date on your birth certificate, not your physical development or social status. A 25-year-old CEO and a 25-year-old student are the exact same age. Maturity and experience very widely across any cohort, but the timeline itself remains identical.

Age mate is simply about age. Nothing else. Having faster pubescent development at 15, more sexual experience at 19, more work experience at 27 or financial stability at 30 does not make you older than anyone your age. You are age mate with anyone your age regardless of what you do with your life.
