Many think raising taxes by ballot initiative would never happen but it’s happened in Utah before and it’s on the ballot via Prop 40 in California. A higher threshold protects Utah families.

Healthcare workers union leader Dave Regan, who led a petition drive to put on the November ballot a one-time, 5% state tax on the net worth of California's 200 or so billionaires, known as Proposition 40, tells @jolingkent he would not rule out proposing a second one-time wealth tax: “Am I prepared to say we will never look at this type of thing again? No.”
Without the tax, Regan says 3.5 million people would lose health insurance, and hospitals, clinics, and emergency rooms would close. cbsn.ws/4z0g60Y
