وفاقی وزیر اقتصادی امور احد چیمہ کی زیرِ صدارت اجلاس میں نیشنل ہائی وے اتھارٹی (این ایچ اے) کے بزنس پلان، ایشیائی ترقیاتی بینک (اے ڈی بی) کے کنسلٹنٹ کے ساتھ جاری اسٹڈی اور ادارے کے مالیاتی استحکام کے اقدامات کا جائزہ لیا گیا۔ اجلاس کو اسٹڈی کے ابتدائی نتائج پر بریفنگ دی گئی، جبکہ این ایچ اے کی کارکردگی بہتر بنانے کے لیے مختلف ماڈلز اور تجاویز پیش کی گئیں۔
احد چیمہ نے کہا کہ این ایچ اے کی صلاحیتوں کا جائزہ لے کر واضح ٹائم لائن کے ساتھ قابلِ عمل بزنس پلان تیار کیا جائے گا۔ منصوبوں کی تجارتی افادیت کو پی سی ون میں حقیقت پسندانہ اشاریوں کے ساتھ واضح کیا جائے گا تاکہ سینٹرل ڈویلپمنٹ ورکنگ پارٹی (سی ڈی ڈبلیو پی) کو ان کی جانچ پڑتال میں آسانی ہو۔
وفاقی وزیر نے ہدایت کی کہ منصوبوں کی افادیت اور مالی ضروریات کے مطابق درجہ بندی کی جائے، جبکہ حکومتی اور غیر ملکی فنڈنگ کے حامل منصوبوں کو بھی اس عمل میں شامل کیا جائے۔ انہوں نے زور دیا کہ ابتدائی فیزیبلٹی اسٹڈی میں منصوبوں کی قابلِ عمل حیثیت کا واضح اندازہ لگایا جائے اور یہ اسٹڈیز وزارتِ خزانہ کے سینٹرل مانیٹرنگ یونٹ کو رائے کے لیے بھیجی جائیں۔
احد چیمہ نے واضح کیا کہ حکومتی یا بیرونی فنڈنگ کے حامل منصوبوں کی وجہ سے این ایچ اے کے پبلک سیکٹر ڈویلپمنٹ پروگرام (پی ایس ڈی پی) فنڈز میں کٹوتی نہیں ہوگی۔ حکومت این ایچ اے کے پی ایس ڈی پی فنڈز میں کمی نہیں چاہتی، جبکہ ادارے کو مالی طور پر مستحکم بنانے کے لیے سودمند منصوبوں کو ترجیح دی جائے گی۔
وفاقی وزیر نے اے ڈی بی کنسلٹنٹ کے ساتھ کام کی رفتار تیز کرنے کی ہدایت کرتے ہوئے کہا کہ کنسلٹنٹ کی تجاویز منصوبہ بندی، فیزیبلٹی رپورٹس اور مالیاتی تجزیوں کو مضبوط بنانے میں مدد دیں گی۔
اجلاس میں سیکرٹری خزانہ امداد اللہ بوسال، سیکرٹری مواصلات علی شیر محسود، این ایچ اے کے چیف ایگزیکٹو آفیسر اور دیگر سینئر حکام نے شرکت کی۔
