The item's icon is low res, so I believe it's a placeholder. They seem to be experimenting with some sort of lightning cannon? It doesn't have any functionality, so we can only speculate. The DLC racer has a model with primal topology, so it's probably also a placeholder.

DLC will be released in waves and it seems that each wave is a "bundle" of sorts, which is themed around its racer. We know this because all of the file names, including the Moon Cup icon, contains "_Racer51". Each bundle includes 1 cup, 1 item, and 1 racer.

The model is untextured and doesn't seem to match MKW's artstyle. It seems to be some sort of gorilla? I'm not sure how this racer has any relation to the Moon Cup or item though. I believe Nintendo is testing the structure of the DLC itself, with the content being filler.
