⚡️Ukraine has lost cheap baseload power, its energy infrastructure has suffered massive damage, and electricity consumption has fallen by 30–35%. Yet power prices for businesses keep rising.
Balancing market debt has reached UAH 46.5B, while a generation tender secured just 78 MW against a 7,000 MW shortfall.
How can Ukraine fix its power market?
Andrian Prokip, Head of Energy Programs at UIF, presented five solutions. Watch the expert discussion on UIF’s YouTube channel: youtu.be/okbY7fsTqrM

33 of 56 US administration actions since Jan. 2025 have weakened Ukraine. Only 13 have strengthened it.
@AnatoliyAmelin Amelin’s analysis finds no evidence that the Trump administration is acting as Moscow’s ally. But the US is no longer a predictable source of support.
Ukraine gets ~95% of its Patriot missiles through PURL, funded by allies. CSIS estimates the US has 759–827 Patriot missiles left, down from 2,330 before the war with Iran.
Kyiv must engage both the White House and Congress while reducing dependence on the US in communications, missile defense and intelligence.
The next six months will be decisive. The report sets out nine steps for Kyiv — the first due by the end of October.

📈 Ukraine’s annual inflation jumped to 10% in September, while the NBU raised its key rate to 16%.
Ukraine has received $39.3B in international financing since January, but delays under the Ukraine Facility pose risks to non-military spending. International reserves fell to $47.1B.
❓ Will funding cover all budget needs? What will the war cost in 2026, and where is the hryvnia headed?

Ukraine’s energy sector in September:
🇺🇦 Russia launched its first major attack on the power system since the last heating season.
⚡️ Net electricity exports nearly doubled to 397.6k MWh, though record-low demand also played a role.
☀️ Solar auction demand exceeded the quota by 3.9×.
🌬️ Wind auction bids exceeded the 700 MW quota, reaching 1.2+ GW.
🏭 Energoatom also got new leadership under its new corporate governance model.
What do these trends mean for Ukraine’s energy market ahead of the cold season?

⚖️The Presumption of Inviolability and Innocence of Business
Business wants to grow and earn legally. Does the state allow it?
A quality regulatory system must guarantee:
— asset protection
— minimal state interference
— dispute resolution based on the presumption of innocence
Key problem: blocking of tax invoices and financial monitoring.
2021–H1 2024: 7.7 million tax invoices suspended. In 75% of court cases, business won.
UIF identifies 5 channels of state pressure and proposes legislative changes.

Ukrainian Institute for the Future and the National Social Service of Ukraine signed a Memorandum of Cooperation.
Focus: practical solutions for social services for veterans and their families, people affected by the war, and families with children.
The partners will conduct research, prepare policy proposals, introduce international standards and run joint trainings.
Work is already underway in the NEXUS project with the National Police and the Ombudsman’s Office to build a joint response system.
“For many veterans, the first encounter with the state after the front happens at the social service. Trust can only be restored through a service that works quickly and treats people humanely,” — @AnatoliyAmelin
