Dampe RNG has been solved on OoT When Dampe blinks, he flutters his eyes either 3 or 4 times. By taking note of how long each blink is and putting them in a calculator, the possible RNG seeds can eventually be narrowed down to guarantee the heart piece, at the cost of some waiting. Found by @PoodleSkirt2

You can get the Dampe heart piece on OoT RTA first try by watching Dampe's eye blinks, and inputting whether he blinked 3 or 4 times into this calculator, and the script isolates your RNG value and starts a count down to a ~0.5 second window where pressing A will give you the HP.
