Congress was supposed to end changing the clocks. So why are we still falling back this Sunday? Here's what happened. The Sunshine Protection Act would make daylight saving time permanent. The House passed it 308 to 117 on July 14. Then it went to the Senate and disappeared into a committee. It never got a vote. On Monday, President Trump slammed the Senate for "letting the Daylight Saving Bill die." His message to them was simple: "TAKE A VOTE!" Senate Majority Leader John Thune says there's "no clear path forward." Nineteen states have already passed laws to stay on daylight saving time all year. They can't do it until Congress acts. So at 2 a.m. this Sunday, we all set our clocks back again. Most Americans want it to stop. The House listened. The Senate didn't.
