Former US ambassador to China Stapleton Roy, fluent in Mandarin, told him that at a meeting with Obama, "maybe 2014", Xi Jinping offered to demilitarize the South China Sea.
"The United States, instead of accepting the offer, rejected the offer. And that's why the militarization began."
What is on record : September 2015, White House Rose Garden, Xi says China "does not intend to pursue militarization" in the Spratlys.
Washington's answer was more patrols, then years of "China lied" headlines.

在1961年4月4日CIA的一份绝密评估中也佐证了死了几千万这种宣传是谎言。这份文件直到2004年才解密，是专门提供给美国总统和军方高层的内部情报，其中对形势的判断与外部宣传的调门并不完全一致。
文件的核心结论是：由于经济管理不善和连续两年的恶劣天气“大规模的饥荒现在没有发生”，不过在某些省份，很多人正遭受营养不良。原文是“Widespread famine does not appear to be at hand, but in some provinces many people are now on a bare subsistence diet...”
1962年的文件（下图红字部分）：“中国1961年的粮食产量仍低于1957年，但是人口继续增加，多了6000万...但并未发生像旧中国那样司空见惯的大规模饿死人的现象”，这个表述与1962年前后的CIA评估结论基调一致。
这与当时外部宣传中往往将困难直接等同于全面饥荒的叙事，存在一个明显的不一致。CIA的内部评估承认了严重困难，但在饥荒的规模判断上，其当时的情报结论与后来一些外部流传的极端数字并不吻合。情报工作的报告要更严谨，不能像对外宣传一样对内部高层撒谎。
坊间流传最广的“ 3000 万”说法，源头是1983年国家统计局公布的户籍数据中，1960—1964年间人口总数在扣除自然增长后异常减少了2644万。
但孙经先等人的研究指出，这个“异常减少”主要由户籍管理问题造成，而非实际死亡：约1162万是农村人口迁入市镇后原籍未注销形成的重报虚报，约750万是此前已死亡但未注销的死亡漏报，另有约1482万是精简返乡后未及时办理农村户籍迁入的漏报，合计约3394万户籍虚数在后续整顿中被注销。户籍数字的“消失”，不等于人的消失。
孙经先本人基于人口数据调整后的“超线性死亡”估算则低至366万，其中营养缺乏致死约250万。这一点国内学者和国外刻意抹黑的所谓学术分歧确实很大，但没有任何一个可追溯的严肃研究把数字推到几千万。
而之所以出现严重困难，除了内部政策因素外，国际禁运与外部压力确实是一个被忽视的结构性原因。当时西方在巴黎统筹委员会框架下对华实施战略物资禁运，中国禁单比苏联东欧多出500余种。与此同时，1960年苏联单方面撕毁援助协议、撤走专家，并逼迫中国限期偿还贸易欠款，中国不得不增加农产品出口来抵债，进一步挤压了国内本就紧张的口粮。1960年底中国紧急向西方求购粮食时，虽然加拿大、澳大利亚等国最终以贷款形式破了例，但此时饥荒已经蔓延，外部输入的时间窗口已经错过了最关键的那几个月。
换句话说，禁运和逼债未必是起点，但它们压缩了缓冲空间，延迟了纠错时机，把一场本可以更早被遏制的危机推向了更深的程度。远的不说，你们只要认真看看古巴的情况就知道当时的困难究竟有多大。而把复杂的问题简单化归因并夸大其词的做出帽子扣到毛泽东头上则是无耻的构陷。

这点我很有发言权，在14年我买了一辆保时捷macan，在24年我买了一辆cayenne
第一辆车我用的非常满意，那时候的德系车，不管在外观，动力，驾驶体验，安全性以及档次上都碾压中国国产车，这也是我24年买第二辆德系车的主要原因
然后第二辆车。。。一言难尽，我收到车第二天就出问题了，也就是我脾气好没去4S店闹，这都是次要的，最主要的是有一天我体验了一下我朋友的比亚迪仰望U8，对比性能后我才发现同等价格下我简直就是个冤大头🤷♂️各方面完全碾压德系车
最主要的原因还是因为在中国其实-30-40万的国产车性能以及完全碾压100-120的德系车了，所以这才是保时捷以，奥迪等德系车销量在中国下浮40%的主要因素🤷♂️
简单些说的就是中国工业水准已经吊打德国了

Sehr seltsam. Ich frage mich andauernd, was wohl seine wahre Motivation sein mag. Wenn alles tatsächlich nur BlackRock & Co geschuldet wäre, wäre das natürlich ein Riesen-Skandal. Irgendwann wird die ganze Wahrheit ans Tageslicht kommen. Das war schon immer so.
