Tobaccos weight is 1.87% of the CPI - it can only move it by that much. You are calculating tobaccos price change relative to the final CPI NUMBER rather than its WEIGHT within CPI. The impact would be 0.11%

For the economic illiterates out there, here's the maths.
Tobacco makes up 1.87% of the CPI basket.
Based on ABS data, the price of illegal ciggies are about 70% lower than the legal ones.
With around 80% of sales the illegal product, the actual price paid by smokers is around 60% lower than the ABS CPI figure
1.87 x 60 = 1.122
If the ABS had moved to use the actual price paid in September (which is said it will not do), tobacco would cut 1.12ppts from the CPI, so instead of headline inflation being 4.34%, it would be 3.22%
