Saw this Land Cruiser V8 on Gayaza - Zirobwe road this Friday afternoon blaring loud SIRENS. Front registration plate OFF, rear plate OBSTRUCTED.

Members of Parliament on the Committee on Physical Infrastructure, led by Hon. Mwiine Mpaka, today paid a courtesy visit to the Uganda Police National Control and Command Centre to assess the operations, functionality, and impact of the Intelligent Transport Monitoring System (ITMS).
The delegation was received by the Inspector General of Police, Abas Byakagaba, before being taken through a comprehensive briefing on the system's operational framework, capabilities, and contribution to law enforcement.

Members of Parliament on the Committee on Physical Infrastructure have verified that Uganda’s Digital Number Plate System is operational.
Following an on-site inspection at the Police Command Centre in Naguru, the committee, led by Chairperson Mwine Mpaka, verified the system’s security and tracking capabilities by testing the technology using their own vehicle registration plates.

The Committee on Physical Infrastructure, chaired by Hon. Mwine Mpaka, will visit the Intelligent Transport Monitoring System (ITMS) to inspect how digital number plates facilitate vehicle tracking and monitoring.
This follows a meeting with Security Minister Hon Jim Muhwezi, who briefed the Committee on the system’s implementation, functionality and role in enhancing road safety, security and crime prevention.
"The ITMS team retrieves and analyses the available information, which may include vehicle identification records, movement data, locations, timestamps and other relevant system generated information within the scope of the authorised request," said Minister Muhwezi.

According to the Police Director of ICT, Assistant Inspector General of Police (AIGP) Felix Baryamwisaki, the system of digital number plates is successfully performing, with the vast majority of reported cases of motor vehicle theft recovered.
Baryamwisaki says that because boda boda riders are stubborn, they end up disturbing the system, and of the hundreds of reported cases, only a small fraction have been recovered.

WATCH: Police Director of ICT, AIGP Felix Baryamwisaki, has defended the performance of the Intelligent Transport Monitoring System (ITMS), reporting a high success rate in tracking stolen motor vehicles fitted with digital registration plates. Baryamwisaki revealed that out of 375 reported motor vehicle thefts, police successfully tracked and recovered 337 vehicles, translating to a 90% recovery rate.

✍🏿Take Note: The gazetted fee for a new digital registration plate is UGX 714,300.
During an impromptu inspection conducted together with @PoliceUg last week, one car bond operator was found charging clients UGX 850,000, an excess of UGX 135,700 above the official fee.
🛑UNACCEPTABLE: Car bond operators and other intermediaries are cautioned against imposing unauthorised charges on motorists other than the gazetted fees.
✍🏿REPORT: Motorists are equally encouraged to question any amount demanded above the prescribed fee and report immediately through the Ministry’s communication channels and other relevant authorities.
The Government has ordered car bonds across the country to stop charging above the official cost of new digital number plates after discovering that some dealers were collecting fees higher than the gazetted amount. #GCICMediaReview
