i probably sound like a nerd for saying this, but from a civil aviation perspective the oakland area technically extends in the managed airspace all the way to 230 miles off the shore of the philippines--

There's a lot of complaints about FAA regulations, but, I'm going to say that all those rules I follow under part 91 are there for a reason. Furthermore, one of the first rules is 'If there's an emergency you can break any of these rules to save the day'.
So if you have an engine failure and the only place you can land is Area 51 then the FAA says its OK.
(You might still be arrested by the military police, but the FAA won't take away your pilot license)
Complaining that FAA bureaucracy is delaying a rocket launch is nothing compared to the current crisis in aviation maintenance where an FAA lawyer *accidentally* changed how apprentices mechanics should be supervised and upended the entire industry.
