IMO I feel it's the responsibility of the host team to welcome each attendees one on one and have a little personalized talk. Hosting team can introduce the attendees to other participants, who are in the similar domain, encourage them to network, be present & use this moment.
We use chat moderators for virtual events, similarly it's the host team role to personally meet & greet the in-person attendees. Because the team knew each attendees details, where they come from! Who will be a better person than them to orchestrate everyone & feel them belong!
