Sixty-one salt caverns under Texas and Louisiana hold the US emergency oil reserve.
Each cavern was made by drilling into a salt dome 2,000 to 4,000 feet down and pumping in fresh water to dissolve the rock. Salt closes its own cracks under pressure, and storage there costs about $3.50 a barrel to build, against $15 to $18 in steel tanks.
The caverns can hold 714 million barrels. They held 284 million on September 25, the lowest since 1982.
