Thinking about this: I do think programming is closer to writing than it is to a 'hard' science.
Learning a programming language has similarities to learning a new language: a mix of understanding basic rules; repetition; feedback. Writing a program is expressing your thinking with that programming language. And you can get creative (and most people do!)
