The "as a concept" or "as a belief" works as a shield to allow you to say things like "abolish x" or "abolish the x" which imply actual destruction or minoritization of the ethnic group without actually directly being accused of incitement.
Denying that an ethnic category exists or is entitled to recognition can serve as an early rhetorical step that weakens resistance to later policies affecting the group’s numbers, territory, or cultural continuity. Especially if combined with affirming the existence or validity of belief in other ethnic groups.
