There's an entire Immigration Canada webpage full of graphs that look like this. They ALL start in 2024, when every immigration stream was blown out to record highs. This is then used to misrepresent our current levels (which are still crazy high, but not 2024 high).
Canada has the most bloated and inefficient bureaucracy in human history. At every level of government, for every public service, most of the money goes to pointless middle managers. It's an epidemic.
Among 32 high-income countries with universal health care, Canada is second in spending, but 26th in beds, 28th in MRI units, and CT scanners, and 30th in doctors.
