I think their zero-tolerance policy (of not sending out any train that has been graffitied) has changed.
I believe that nowadays, they can put graffitied trains into passenger service, as long as the graffiti doesn’t contain any offensive, racist, sexist, or colourful language. If the graffiti is deemed “offensive”, then the trains aren’t put into passenger service.
TfL are rather short of finances and resources to tackle the problem effectively. If they stood by their former zero-tolerance policy, they wouldn’t have any trains at all to put into service.

As we previously said we will implement further steps to secure passwords. Passwords will be salted and hashed, service agents will not be ablt to see any parts of passwords. We will implement this as quickly as possible.
