i just saw the news about the order of cultural merit, and they are likely waiting for either 2027 or 2028 to upgrade bts's level, as the group will be approaching their 15th anniversary.
since south korea's state decoration system evaluates cumulative lifetime contributions, i don't think bts's level will remain lower than others. back in 2018, they received the 5th level (hwagwan) as the youngest recipients.
given their massive economic and cultural impact, a tier upgrade to the 1st (geumgwan) or 2nd class (eungwan) is very likely now that they have returned as a full group.
that's why armys need to stop setting bts up. comparing a group receiving the 4th class in their 10th year to bts starting with the 5th class in just their 5th year makes no sense. in 2027 or 2028, bts will likely become the youngest and fastest koreans to be promoted to the 1st or 2nd tier.
