“India faces a gap between its infrastructure investment needs and the finance available. Patient, long-term capital such as sovereign wealth funds will be essential to bridging it.” Mr. Suresh Goyal, Director General, NCAER, said at the 99th Perspectives Lecture of the School of Public Policy and Governance, @PolicyTiss Hyderabad, on Friday. Key takeaways: → Infrastructure Investment Trusts, regulated by the Securities and Exchange Board of India (@SEBI_updates), let governments and developers recycle capital from operating assets into new projects. → They give institutional and retail investors access to stable, infrastructure-backed cash flows, as seen in the National Highways Infra Trust (which Mr. Goyal set up and led). → The InvIT market has grown rapidly, but India’s infrastructure financing gap remains wide. → Evolving public-private partnership models need contractual safeguards that balance investor returns with public accountability. NCAER Visiting Professor, Kumar V. Pratap, argues that the Government should introduce safeguards in the upcoming round of airport privatisation. Specifically, it should cap the number of airports that can be awarded to a single bidder and ensure that the bidding parameter is not treated as a cost to be recovered through higher user development fees charged to passengers.
