This approach means innocent businesses (future, SME & non-apartment builders) are not being taxed disproportionately.
The broadest shoulders take the remediation weight. And key growth industries aren't hit.

DPA reform means more funding will be required and so:
Third:
No BSL introduced until all accountable Option 2. parties are legislated for. All RPDT industries included in BSL.
A 10% BSL surcharge (based on the levy amount paid) introduced for Option 1 as ‘polluters’

First:
Polluters pay (alongside the Residential Property Developers Tax, RPDT), with 'orphaned buildings' funded as a priority.
This will not raise enough and so we need a second option:
Second:
RPDT is extended to all accountable industry highlighted in the Grenfell Report.

Building Safety Levy is a tax on growth & SMEs; @10DowningStreet must reform it & NFB propose an accountability hierarchy, with polluters paying the most.
This would raise remediation funds more quickly to help leaseholders & be more proportionate!

@mike_reader, starts fantastically but I might say that landbanking isn’t actually real! Unless you mean councils are landbanking because they identify land which cannot be delivered and the public sector does too, as they own so much of it!
