The Biden admin fully ended any sort of theory of mind that there's a direct relationship between doing good/popular stuff and approval from voters. That's no longer the case.

This is one of the best moments of satire in The Dark Knight Returns which was sadly neutered by the movie. Both of these characters seem to make sense... until the very last sentence. Miller is seen as right-wing but skewers both sides effectively.
