Do you know what the word dictator means? He was supreme leader of a one-party state and had his political opponents killed. Argue as much as you want about whether or not Mao was a “good” dictator, but by definition he is a dictator. Also Mao literally ran forced-labour camps.

As an older millennial that was a teenager for these movies, I do not remember anybody saying the prequels sucked at the time. That was social media revisionism by nerdy edgelords on social media 10 years later. Episode I is a masterpiece (and Empire is still my favorite)
