Leisure centres and pools are more than a lifestyle choice, they are a vital service.

It's seems so obvious... but as far as narratives go... this is a good one. Health and exercise are inextricably linked. Public health, the NHS and public leisure centres are deeply connected... and all three being left to disintegrate.
