Day Five: Advancing Sustainable Urbanisation and Housing
Day Five of the FY2027/28 Uganda Local Governments Programme Conditional Grant Negotiations has successfully concluded, with discussions focused on the Sustainable Urbanisation and Housing Programme.
The negotiations addressed priorities including the development and maintenance of urban infrastructure in line with physical development plans; strengthening the policy, legal, institutional and coordination framework; promoting the urban housing market and access to decent housing; increasing economic opportunities in urban areas; and developing sustainable waste management systems.
The discussions brought together UNAT and Central Government agencies under the programme, including the Ministry of Local Government, Ministry of Finance, Planning and Economic Development, Ministry of Lands, Housing and Urban Development, Ministry of Water and Environment, National Environmental Management Authority, National Housing and Construction Company Limited, National Planning Authority, Ministry of Justice and Constitutional Affairs, Ministry of Public Service, and District Local Governments.
As Uganda continues to urbanise, effective planning, adequate financing and coordinated implementation are essential to creating productive, inclusive and sustainable urban areas. The negotiations provide an important platform for Local Governments and Central Government to align priorities, financing and implementation arrangements towards improved urban development and service delivery.

“I had thought when we spent nearly UGX180 Billion on construction of that tower in Nakawa, that the issue of rent was resolved. But I saw you recently, as soon as Sudhir completed the building, you were the first to occupy it. You were occupying other facilities of Sudhir. Are you just conduit URA you just pay Sudhir money? But in any case, if you look at the amount that you are quoting here for rent, if you gave me this money, I would build for you offices in the next five years, you don't need to rent,” Ssemujju said.

Adam Babaale Secretary Local Government Finance Commission on enhancing local economic development agenda urged for the following
▶️The transfer of park user fee collection from urban authorities to @URAuganda created created a gap, as they neglected registration and enforcement, leading to illegal pack user fee collection. Negotiations are underway to reinstate LGs' collection of park fees, potentially generating UGX 100 billion annually.
▶️The amended Market Act eliminated landlords in markets and ownership of lockups by public servants. Despite this, some local governments are abusing the law. To address this, LGFC is registering all vendors for direct tax payments to local governments via IRAS.
▶️Other untapped revenue collection sources include boda-bodas if organised across the country, Government can collect UGX 300bn collected annually
▶️Lastly, LGFC is pushing for professionalisation of Administration and management of local revenue. Most districts currently recruit accountants with no training on local revenue administration and management
