Draft Animal Experiment Rule 2(m) defines invasive procedures using “not limited to.”
Such broad wording needs clear safeguards to prevent misuse
How will compliance be monitored?

India’s proposed overhaul of animal-testing rules could allow more experiments to be approved without central oversight and expand circumstances in which wild, stray and protected animals can be used in research.
The changes “can undermine credibility of scientific research and weaken the ethical safeguards” governing animal experiments, warns @humaneworldorg.
Humane World for Animals says the draft risks moving India in the opposite direction from countries investing in human biology-based research and reducing reliance on animal experiments.

🚨 A MATTER OF NATIONAL SHAME FOR INDIA 🇮🇳
@BJP4India @PMOIndia @narendramodi @AmitShah @HMOIndia @Dept_of_AHD @Min_FAHD @FisheriesGoI @AwbiBallabhgarh
At a time when the world is advancing towards organ-on-chip technology, organoids and computational models, why should India move forward with proposed rules that raise serious concerns about animal protection?
Is this the scientific future India wants to present to the world?
A nation that speaks of compassion, innovation and "VIKSIT BHARAT" must not ignore the suffering of voiceless animals.
🇮🇳 India deserves world-class science, not a future built on animal suffering. Invest in validated cruelty-free alternatives, strengthen safeguards and WITHDRAW THE PROPOSED DRAFT IN ITS PRESENT FORM!
History should remember India for pioneering humane science not for failing to move beyond animal experimentation.

Wild Animals and Stray Dogs Could Face Painful Laboratory Experiments: @PetaIndia Warns of Dangers of Draft Rules.😱😡
Proposed Rules Open Doors to More Wild Animal Capture, Experiments on Community Dogs and Cats and Severe Suffering – Even as India and the World Move Towards Non-Animal Science
Wild animals taken from their natural habitats, community dogs and stray cats potentially used in laboratory experiments, and animals subjected to electric shocks, induced tumors, and other severe suffering: these are among the alarming possibilities raised by India’s proposed animal experimentation rules. PETA India is warning that key provisions of the draft Prevention of Cruelty to Animals (Control and Supervision of Experiment, Breeding and Trading of Laboratory Animals) Rules, 2026, could significantly weaken existing animal protections at a time when India and other countries are accelerating the transition towards advanced, non-animal science and is publicly calling for its withdrawal.
PETA India warns that the proposed rules could expose animals to greater suffering in laboratories by:
Opening doors to increased capture of wild animals for experiments: Draft Rule 5 provides exceptions that could permit the capture and use of animals protected under the Wildlife (Protection) Act, 1972, in experiments, subject to scientific justification and legal permissions. Draft Rule 5(1)(a)(b) also sets conditions for exceptions involving endangered species.
Rule 5(2)(c) even allows authorities to exempt researchers from taking measures to minimise the suffering of wild animals found injured or unwell during or after capture.
Among other animals, putting community dogs and stray cats at risk!
Against this backdrop, India’s new Rules should build on this progress by strengthening the use of scientifically advanced non-animal approaches and animal-welfare protections, rather than weakening existing safeguards or creating new avenues for animal experimentation.
PETA India calls for the withdrawal of the proposed rules and urges stronger regulations that protect wildlife and community animals, preserve independent oversight and existing safeguards, and prioritise scientifically sound non-animal methods.
-- @Goaanimalfeferation urges people in general and animal lovers in particular to oppose these proposed Rules.

If an animal is deprived of food, isolated from social contact or exposed to stimuli it cannot escape, does calling the procedure “mild” make the experience disappear?
A classification is an administrative label, not a measurement of an animal’s entire suffering.
The draft’s severity categories deserve rigorous independent review, clear scientific criteria and enforceable welfare safeguards.
Do not let terminology become a convenient shortcut around scrutiny.
