NEXUS WEEKLY | Israel's first ambassador to Somaliland, Michael Lotem, presented his credentials to President Cirro in Hargeisa on 31 October, and the foundation stone was laid for Israel's embassy in the Republic of Somaliland. The Somaliland Police Force marked its 33rd anniversary. President Cirro pledged more training and equipment, and the police reported 82 killings over the past year. Uganda has begun withdrawing about 2,000 bilateral troops from Somalia after nearly 20 years, while about 4,500 troops in the African Union mission stay until the end of 2027. In Beledweyne, Macawisley fighters took parts of the Lama-Galay compound and its administration offices on 30 October, amid a dispute over the Hirshabelle governorship. At the UN Security Council, the US draft on Western Sahara won 11 votes but was vetoed by Russia, with China, Pakistan and Somalia abstaining. Russia's own text won only 3 votes, one of them Somalia's. The Houthis claimed a strike on Saudi Aramco's Ras Tanura refinery, and satellite imagery showed damage. On 23 October the US had already ordered non-emergency embassy staff out of Saudi Arabia.
