Was chatting with a colleague, something that struck us about both the Governor's order and now Mayor Bass's order to expedite re-building --
It's probably not going to work. People won't be able to just re-build their stick-built, 1940s bungalows. They'll still be uninsurable.

Have you seen this? The @SantaMonicaCity installing concrete separation barriers for protected bike lanes. They call it a “Concrete 3D Printer” but it’s actually old tech used for decades in building highways.
4-5 blocks of separation built in a day!

From this perspective, a simple duplex ordinance is not a modest land use reform, but a dagger aimed at the heart of what American zoning is and does. It's tantamount to abolishing zoning itself, since without the single-family district, zoning would have no clear purpose.

There's some speculation that a 60-day period would be required for launch, and if you're going to get this up and running before the inauguration, 60 days takes us to next Thursday (11/21). Tick tock, governor.

Highly recommend @Jeremy_Levine’s “Constructing Community” for insight into how NGOs and govt grants created the orgs that govt decision makers then (mis)perceive as authentic voice of lower income residents.
