One of the papers @ShawnMwenje has suggested in his reading list explains this so well. It tracks third world populism and how it ends up without gas because these leaders have to speak a poulist game with the ground and a technocratic one withy the IMF/WB, sooner or later citizens catch on and withdraw consent from said populist.
After reading it i have since concluded however, that there isn't really anything like third world populism because, the systems that elect thsese folks ; 1) require vast sums of money so there is no way in cold hell a proper outsider is ever going to win a top seat, 2) even these politicos know from the onset before being sworn in that they cannot fulfill the populist fantasies they sell to the proles, and that is why on campaign trails you normally see them doing closed door meetings with business titans in rhire countries, you wonder why?
