If you are trying to play the Garten of Banban map. You need to be on 1.21.120. The map uses vibrant visuals enhanced content, and Minecraft has had reports of resource packs not loading on 1.21.114.
They have just updated their changelog to mention this

Update: You shouldn't have to reinstall on Windows. But it may take a little time for the update to reach you.
