Finance Minister, UNDP Administrator Discuss Development Financing, Climate Resilience and Employment
Federal Minister for Finance and Revenue, Senator Muhammad Aurangzeb, met with Mr. Alexander De Croo, UNDP Administrator and UN Under-Secretary-General, on the sidelines of the World Bank Group–IMF Annual Meetings 2026 in Bangkok, Thailand, to discuss development financing, climate resilience and employment.
The Finance Minister emphasized strengthening implementation capacity to translate available financing and policy frameworks into bankable projects. Both sides discussed UNDP’s Implementation Bridge and developing an investable project pipeline through the SDG Investment Fair and the V20 platform.
The meeting explored various options, including integrated financing, blended finance, public–private partnerships and closer UNDP-World Bank cooperation. The discussions also covered biodiversity financing and potential debt-for-nature and debt-for-climate swaps, considering Pakistan’s external debt composition.
The Finance Minister highlighted private sector-led job creation and expanding cash flow-based lending, digital finance and guarantees for small businesses and farmers. He outlined collaborative opportunities for cooperation on climate risk insurance, including through the Global Shield and parametric insurance.

At the National SDGs Investment Fair, convened by #UNDPinPakistan and @GovtofPakistan, the session on Tourism & Heritage featured Iqbal Sarwar, Director General, KP Board of Investment and Trade, on the sector's potential. Above Zero then presented the Thandiani integrated tourism project.
In the session on Industry, Trade & Technology, Umar Ahsan Khan, President @oicci_pakistan, shared the industry perspective. KP Board of Investment and Trade presented a copper smelting plant in Bannu and the Daraban Special Economic Zone.

From Planning to Investment 🤝
At the National SDGs Investment Fair, convened by #UNDPinPakistan and @GovtofPakistan, @Van_ntn, DRR UNDP Pakistan, moderated a panel on how Pakistan's capital markets and private sector can mobilise sustainable investment. Umar Ahsan Khan (@oicci_pakistan), Zehra Aneek (@ey_mena), Farid Alam (@akdsecurities) and Amir Masood (@InfraZaminPK) agreed that the private sector is ready to play a bigger role, and that strong ESG standards and development finance can help unlock it.
A second panel, moderated by Naghma-e-Tehniat Jerral, Head of Development Policy Unit, UNDP Pakistan, looked at how federal and provincial institutions can turn development plans into investment. Najam Shah (@PlanningGovt, Sindh), Dr. Zeeshan Hanif (Punjab PPP Authority), Iqbal Sarwar (KP Board of Investment and Trade) and Dr. Fareena Mazhar (former Secretary, Board of Investment) stressed well-prepared projects and stronger partnerships across provinces.

Bringing Government and Investors Together 🤝
Day 2 of the National SDGs Investment Fair, convened by #UNDPinPakistan and @GovtofPakistan, opened with a keynote by Prof. Ahsan Iqbal (@betterpakistan), Federal Minister @PlanComPakistan. He noted that the Fair "translates URAAN's pillars into investable opportunities, bringing government and investors together to accelerate sustainable development through investment across Pakistan."
The session also featured a welcome address by Mohammad Tahir Noor, Secretary @PlanComPakistan, and an opening address by Islam Zeb, Additional Chief Secretary, @PnDKPGovt where they reaffirmed the federal and provincial commitment to mobilizing investment for the SDGs.

At the National SDGs Investment Fair on 6–7 October in Karachi, #UNDPinPakistan and @GovtofPakistan, along with the provincial governments, will present 35 SDG-aligned public-private partnership projects to investors, banks, and development finance institutions.
These include floating solar, methane capture and industrial solarization projects that advance Pakistan's clean energy transition. ⚡ Alongside them are livestock value chains, grain storage and wastewater treatment projects that strengthen food and water security. 🌾

From Development Priorities to Investment Opportunities 🇵🇰
On 6–7 October, #UNDPinPakistan and @GovtofPakistan, together with the provincial governments of Punjab, Sindh, Khyber Pakhtunkhwa and Balochistan, will convene the National SDGs Investment Fair in Karachi.
Developed through the SDGs Plus Programme, the Fair will bring 35 SDG-aligned public-private partnership projects worth around US$26 billion across nine sectors directly to investors, banks and development finance institutions. It will connect government priorities with the capital needed to deliver them.
