Absolute Scarecrow is definitely based on paranoia. He's looks like a conspiracy g-man from the 50s, one of the greatest acts of fear in the US was the cold war and red scare paranoia.
The button eyes and sewn mouth are because he's seen too much and cant be allowed to reveal secrets and conspiracies.
