Assistant Secretary @ACF_Adams on the Trump Administration’s aim to keep families together whenever possible:
“@POTUS said it best when he said the best foster care system is one that is not needed in the first place.”

Strong families are built by showing up BEFORE crisis strikes.
House of Mercy Director Rebecca Peterson puts it powerfully: “We can go to them before it becomes a crisis — in their homes, in their communities, and in the places where family life is actually happening.”

Principal Deputy Director at Iowa HHS, Larry Johnson: “Family-based recovery brings intensive, clinically sound substance use treatment and recovery support directly into the homes of the parents who need it. That matters because many parents face real barriers to traditional treatment — unreliable transportation, unpredictable work schedules, life. This service is designed to meet families where they are, in their homes, on a schedule that can work for them and with them, and with the intensity of support they need.”

Nearly 3,000 Iowa children were removed from their families and placed in foster care last year because of caregiver substance use. Around 9,000 children were victims of child abuse involving a caregiver who uses substances.
As Iowa HHS Principal Deputy Director Larry Johnson says: “These numbers tell us something. They tell us that we have families in need, and we need to meet those families where they’re at with the right support at the right time.”

These commitments build on @FLOTUS' Fostering the Future initiative — giving children in foster care greater opportunity, stronger support, and a path toward a brighter future.

Recovery saves lives. Strong families change futures.
@HHSGov is expanding support for proven peer-support programs so states can reach people earlier, strengthen families, and help more Americans build lives of purpose, work, and community.

.@HHSGov is cutting through the noise and measuring what actually matters:
Are people recovering?
Are children safe?
Are families staying together?
That’s how the Great American Recovery measures success.

Since launching the Great American Recovery, @HHSGov has announced more than $1 BILLION in funding opportunities — and they’re just getting started.

A country with homes waiting for children — not children waiting for homes.
The Trump Administration’s A Home for Every Child initiative is tackling the problem before a family is torn apart: preventing unnecessary separation and helping parents get the support they need to keep their families together.
ACF retweeted
.@SecKennedy: “Family-Based Recovery provides intensive in-home treatment for parents struggling with addiction who have children five years of age or younger. It combines clinical treatment with weekly peer support while helping children remain safely with their parents. WRAP uses trained peer facilitators to help people struggling with addiction or mental-health challenges develop recovery plans, recognize problems earlier, and respond to crises.”

Recovery should start BEFORE a family reaches the breaking point.
“Too often, government intervenes after addiction has already pushed a family into crisis and a child is at risk at entering foster care. We want to intervene before that happens.”
That’s what President Trump’s Great American Recovery is about: reaching Americans sooner, getting them into effective treatment faster, and giving families the support to rebuild lives of dignity, purpose, and community.
ACF retweeted
.@SecKennedy: “This announcement addresses two crises that are deeply connected: addiction and family separation. Since 2000, drug overdoses have claimed more than one million American lives. More than 48 million Americans struggle with addiction or alcoholism. And roughly one in three foster-care entries involves parental substance abuse. These numbers tell us why we have to act quickly and decisively.”

Today, @SecKennedy joined @IAGovernor Kim Reynolds to announce major new @HHSGov action expanding federal support for proven peer-support programs that help parents beat addiction, protect children, and keep families together.
“HHS, through @ACFHHS, is adding two evidence-based peer-support programs: Family-Based Recovery and the Wellness Recovery Action Plan — or ‘WRAP’ — to the Title IV-E Prevention Services Clearinghouse. That means states can use these programs to reach families earlier and claim federal reimbursement for qualifying services. And Iowa is the first state in the nation to act.”
Recovery is possible — and for families in Iowa @SecKennedy, @ACF_Adams, and @IAGovernor Kim Reynolds are leading the way.
As a part of President Trump's Great American Recovery, families will now be eligible for two new peer support interventions to help parents recover and keep children with their families. Strong, healthy families will Make America Healthy Again.
Recently, @SecKennedy, @ACF_Adams, and @RepOgles visited Susan Gray Head Start in Nashville, Tennessee, spending time with children, educators, and staff while announcing proposed reforms to strengthen the Head Start program.
The proposed rule would cut unnecessary red tape and redirect resources toward Head Start’s core mission: preparing America’s children for success. It also strengthens the focus on healthy development by emphasizing nutrient-dense, whole foods and daily physical activity.
Head Start succeeds because of the educators, families, and communities who serve children every day. These reforms aim to give local programs greater flexibility to innovate, direct more resources to children and families, and expand access to Head Start across America.
