This year's deficit is in the $60 billion range. He's bragging that it's lower than what he had budgeted last year.
That's like predicting you're going to come last in a race, but bragging that you finished 17th.

There's no World where adding $60 billion in deficit to an existing multi-trillion dollar dept makes sense, especially when we're never paying off the house (to use his analogy).
