Good article here from @StuLoren. One thing to add to the article is that the increase in Corp Fund since 2019 is largely driven by pensions. City totals below, but the specific amount of Corp Fund that went to pensions went from <$100mm in 2019 to almost $1Bn in 2026.

The Mayor wants to borrow to pay off lawsuits. This actually may make some sense if we’re settling years of litigation. HOWEVER, we still do have existing debt authorization for this purpose from the 2025 GO Debt Auth Ord:

Growth comes from housing & jobs. Mayor Johnson insists his dead tax will only impact 2.8% of employers, but it will actually apply to nearly 1 in 3 workers in Chicago. We should be incentivizing growth, not driving it away. xitter.cf/AldConway/status/21126…
The resurrected head tax is more of the same, applying to nearly 1 in 3 Chicago workers. We need to create more jobs, not drive away investment & growth.

As Mayor Johnson delivers his budget address today, I hope we hear less divisive rhetoric and more commitment to collaboration in this difficult budget process. I’ll be live posting a few reactions to the speech, but some thoughts on the bigger picture. 🧵

Chicago is carrying $31B+ in debt, yet last week the Mayor opposed additional scrutiny of future borrowing. We cannot keep pushing today’s bills onto future generations. We need to confront our financial challenges now, not leave them for our children to solve.

City Council repeatedly rejected the head tax last year, and will almost certainly do it again. It sends terrible message to those who want to create jobs in Chicago and doesn’t raise that much revenue. Putting it forth again knowing it’s Dead on Arrival is political theater.

The Mayor's Jobs Tax would hit approximately ~32.9% of Chicago's private sector workforce! The Mayor framed this as a tax on big corporations but this will impact smaller local companies and 1/3 of Chicago's private sector workforce. Put another way? It's a tax on jobs. Math👇

I know we’re all excited for Halloween, but trying to exorcise the dead tax is a bad idea & waste of time we don't have… We need to grow the size of the City with more housing & more jobs. We shouldn’t disincentivize the thing we need to move beyond our fiscal nightmare!
NEW: We have the key details about Mayor Brandon Johnson's Chicago budget proposal. Another corporate head tax, with rebates in poorer areas. Borrowing $480 million to pay for police lawsuits. A PPLT tax hike to net $234 million. More in @chicagotribune: chicagotribune.com/2026/10/2…

Work is underway to reconstruct the 109-year-old Lake Street Bridge, which is closed until January 2028. Through 10/26, Green & Pink line service is interrupted as crews replace the bridge’s west leaf. Thank you for your patience as @ChicagoDOT completes this critical repair.

Debt Threshold Authorization Ordinance 🟢 YES: Voted to override Mayor Johnson’s veto & require greater scrutiny before additional debt is authorized. 🔴 NO: Voted with Mayor Johnson and to allow the city to borrow more without scrutiny.
