Mozambique’s opposition leader and ANAMOLA president Venâncio Mondlane has appealed to international human rights organisations, regional bodies and foreign governments to investigate what he describes as a deepening political and constitutional crisis marked by killings, disappearances, torture, arbitrary arrests and the suppression of opposition activity.
In an urgent appeal dated 12 September 2026, Mondlane said Mozambique’s image as a promising investment destination, particularly because of its liquefied natural gas resources, concealed a worsening humanitarian crisis.
He accused state security forces of targeting opposition leaders, journalists, civil society activists and ordinary citizens with impunity.
The appeal documents politically linked killings dating back to the assassination of investigative journalist Carlos Cardoso in 2000. Other cases include the killings of banker Siba-Siba Macuácua, constitutional lawyer Gilles Cistac, journalist Paulo Machava, RENAMO peace negotiator Jeremias Pondeca and election observer leader Anastácio Matavele.
Mondlane also cited violence during protests and election-related demonstrations. The appeal refers to police assaults and arbitrary arrests during marches honouring musician Azagaia in March 2023, the use of tear gas and firearms against protesters in Maputo in October 2023, and the shootings of his lawyer, Elvino Dias, and PODEMOS election representative Paulo Guambe in October 2024.
According to the appeal, approximately 400 people died during post-election protests between October 2024 and March 2025. It records more than 450 cases of violence between March 2025 and July 2026, with at least 57 reported deaths following the alleged abduction and killing of ANAMOLA mobiliser Ilídio Facitela Gustavo in Inhambane Province on 12 September.
Mondlane said Gustavo was expected to testify in his forthcoming Supreme Court trial. He faces five charges linked to post-election protests, including public advocacy of crime, incitement to collective disobedience and incitement to terrorism. Mondlane rejects the charges as politically motivated.
The appeal alleges that ANAMOLA members have been abducted, assaulted and detained by Mozambique’s Rapid Intervention Unit. It also cites claims that homes were burned, a party coordinator was assaulted and castrated, and eight members were allegedly killed and buried in a mass grave in Tete Province. The document says some of the claims require independent investigation.
Mondlane said ANAMOLA had submitted four reports to Mozambique’s Public Prosecutor’s Office and Ministry of Interior over more than a year without receiving a response.
He also said commitments made during meetings with President Daniel Chapo to end the violence, release detainees, provide medical assistance and compensate victims had not been fulfilled.
He has asked the International Bar Association, Amnesty International, Human Rights Watch, the United Nations, the African Commission on Human and Peoples’ Rights and SADC to establish permanent human rights monitoring, send independent investigative missions and observe judicial proceedings involving opposition leaders.
Mondlane is also calling for protection for victims, witnesses and their families, as well as international pressure for political dialogue and accountability.
“Beneath the rhetoric of resource wealth lies a profound human tragedy,” the appeal says, warning that Mozambique’s democratic institutions are being dismantled while the international community focuses on investment and economic opportunity.

It's not that "Rwanda could withdraw", it's that "Rwanda WILL withdraw" its troops from Mozambique, if sustainable funding is not secured for its counter-terrorism operations in Cabo Delgado. We didn't pay hundreds of millions of dollars and our RDF soldiers didn't pay the ultimate sacrifice to stabilize this region, allow IDPs to return home, children to go back to school, businesses to reopen, and mega investments in LNG to resume, just to see our valiant soldiers being constantly questioned, vilified, criticised, blamed or sanctioned by the very countries that greatly benefit from our intervention in Mozambique.
Indeed, we are ready to leave Mozambique, if our work and achievements are not appreciated.
Rwanda has signalled that it could withdraw its troops from Mozambique's Cabo Delgado province, where they are helping to counter deadly insurgent attacks, if the mission was no longer backed by sufficient and predictable external funding. reuters.com/world/africa/rwa…

The sustainability of Rwanda's bilateral counter-terrorism deployment in Mozambique, if our forces are actually needed, depends on adequate, predictable funding.
This is what the European Peace Facility partly funds, and so far around €20m has been disbursed. The full cost to @RwandaGov is at least 10 times more, in addition to the ultimate sacrifice of loss of soldiers’ lives, all to stabilize Cabo Delgado.
Rwandan Forces went to Cabo Delgado in 2021 at the request of the Mozambican government, to work with a brotherly African country that needed the support, money was not the first consideration.
The results of this deployment are evident: civilians have returned to their homes, children are back in school, businesses reopened, mega foreign investments are secured.
To be clear, the work of RDF in countering terrorism in Cabo Delgado has benefitted the Mozambican people and the companies investing in LNG, and supporting that work is not a favor being granted to Rwanda.
Should the RDF Command assess that the work being done by Rwandan Security Forces in Cabo Delgado is not appreciated, they would be right to urge the government to end this bilateral counter-terrorism arrangement and pull out. @mattstephenhill

I was poisoned.
There's no easy or elegant way to say this. It's a harsh and deeply shameful truth. I was deliberately exposed to a dangerous combination of heavy metals. I nearly lost my life. Today, I live with physical pain and limitations.
Journalism is not a crime; it's my duty, and I will continue to honor it.

🔴 Another tragic chapter in the humanitarian and security crisis unfolding in Cabo Delgado.
Last Saturday, propaganda channels linked to the self-proclaimed Islamic State released information claiming responsibility for an attack in the village of Miangalewa, Muidumbe district, alleging they had killed 11 members of the Mozambican Defence and Security Forces (FADM). However, independent and international agency sources report that the number of casualties may have reached 18.
The attack, which took place on the night of May 8th, caused panic and forced displacement of local populations who were in the process of returning to their communities. Hundreds of families were once again forced to abandon their homes, seeking refuge in the village of Chai, Macomia district — separated from Miangalewa by the Messalo River.
This is not just another statistic — these are lives, families, and communities deeply affected by a conflict that has persisted for over six years. With each attack, the urgency for humane, effective, and sustainable responses grows stronger.
It is imperative that Mozambique moves towards a genuine and inclusive dialogue — one that listens to all voices, including affected communities, local leaders, civil society, religious organisations, and youth — to find political, social, and economic solutions that can put an end to this violence.
Peace is not built through weapons alone. It is built through respect, social justice, and inclusion.
📌 The national and international community must not stand by as passive observers. It must unite in active solidarity with the victims of this conflict and strengthen support for peacebuilding and dialogue initiatives. @CDD_Moz

WHAT MOZAMBICAN LEADER’S FIRST VISIT TO TANZANIA MEANS
Mozambican President Daniel Francisco Chapo arrives in Tanzania on Wednesday for a three-day state visit that is expected to strengthen bilateral ties between the two countries.
His tour is expected to lay a strong foundation for economic growth, regional security and foreign investment.
This is President Chapo’s first official visit to Tanzania and only the second outside his country since assuming office in January. He visited South Africa in March.
