How do we shut down SF's drug market? Start with the data.
Five years ago, drug-dealing arrests hit a low: 1,780 a year.
Three years ago, the city launched the Drug Market Agency Coordination Center, uniting public health and public safety for the first time. Arrests spiked to 3,223 under then-Commander, now Chief, Lew. Convictions tripled from 16% to 46% under DA Jenkins.
It worked. The market shrank. Daytime dealing is gone.
So what's stopping us from finishing the job? Adaptation.
First, fewer dealers are left (good news!), with 1,948 arrested last year. But the ones who remain are harder to catch. They've switched from open dealing to drops and moved to nighttime, when police are stretched thin.
Second, judges keep letting them go. Of 1,172 pending dealing cases last year, only 10% were held pre-trial. Over 1,000 dealers went right back to the street.
To shut it down for good, we need to:
1. Put more police on the street at night
2. Launch a drug market intervention strategy that pairs prevention with enforcement
3. Hold judges accountable for releasing fentanyl dealers pre-trial
4. Change state law to treat fentanyl dealing as the deadly crime it is

There's a study published out of Canada that shows Safe injection sites for drug users don't actually make a difference. In fact, when they closed a site, there was an uptick in people getting treatment. @RecovExcel 👀
Do Safe Injection Sites actually help? Does the data support it? According to a study published in March of 2026, not necessarily. This is Kym Kaufmann, CEO of @RecovExcel explaining the study and it's findings out of Alberta 🇨🇦 Let's unpack. 🧵onlinelibrary.wiley.com/doi/…

I'm just gonna say this: Bilal understands how the drug markets work in the Tenderloin. Providing data on day vs. night activity is actually really smart. @DanielLurie @mattdorsey @kunalmodi
Same block. Different city after dark.
By day, parts of the Tenderloin look like any other SF street. At night, the drug market comes back, and the 3,500 kids who live here still can't walk home safely.
We're making real progress. The drug market during the day has largely dissipated. Overdose deaths are down and SFPD and the DA's office are arresting more dealers than ever.
But we won't truly shut the market down at night until we're honest about what's left. Over the next few weeks I'm breaking down the data: where the market operates, what's working, what isn't, and why it's still so hard to get people into treatment.
Part 1 soon.

The NOFO from @HUDgov will go forward. What does that mean? It means 60% of new funding to house the homeless will be transitional housing complete with sobriety and work requirements (if able). Previously, it was 95% no strings. We saw how that worked out. Winning!

A new synthetic opioid, cychlorphine, up to 10x stronger than fentanyl, has reached SF— and it doesn't register on fentanyl test strips. It has already taken the life of a 16 year old San Franciscan.

This time last year, there was a spike in gun violence amongst the Tenderloin youth.
We moved quickly, and I partnered with United Playaz and TLCBD to set up the neighborhood's first Youth Violence Prevention Program.
Over 100 transitional age youth have participated in the center since. At risk youth have now come off probation. Many others have found jobs for the first time.
While the pilot was initiated by philanthropic funding, we are working with the Mayor's Office and City Departments to ensure the program continues. This is just the beginning, and we'll have more to share in the months ahead.

Seattle is literally in the same place San Francisco was 5 years ago. Rampant homelessness and drug use. Businesses leaving. Compassion fatigue with its citizens, and a mayor paying lip service that things are improving. @choeshow @weheartseattle @DiscoveryCWP

Legalization’s two biggest promises just collapsed.
New federal data show marijuana use rising and addiction rising with it.
📈 Marijuana addiction among adults 40–50 is up 97%
🚨 Nearly 1 in 7 Americans aged 27–28 now use marijuana almost every day
This isn’t a side effect of commercialization. It’s the business model. 👇

Harm reduction went too far. The federal government is canceling the most extreme elements of it. No more pipes and foil will be funded. No more enabling. It's time for recovery from drug addictions. @SecretaryTurner @SecKennedy @SaraCarterDC
