Call it 'school fee markup' all you want, but it's often the only financial buffer a wife/mother has when real emergencies hit.

You’re missing the point. Nobody is saying retail and wholesale prices should be the same. The issue is whether the entire supply chain is being controlled by foreign players, from importation down to distribution and retail. Your bottled water analogy doesn’t address that
