Absolutely, reverse SPV can be used to create client side Merkle Path Validation proofs. Payloads can be rebuilt in real-time without nodes having to store, deploy, index or stream the data. All information can be computed via MPV. It's magnitudes more efficient this way.

You are referring to the BSV reference node implementation default soft limits. BSV literally has zero limits today. Any miner can/should/do change their config files based upon a variety of metrics. Most are dynamic, based on mean loads over a given time.

They have to still be settled on-chain at 7 TPS max. LN is just a routing system that can never solve the NP hard multi party travelling salesman problem. They also have an 18% failure rate. Why pay 130,000 x the fee to have a prepaid channel fail 1 in 5 times. SPV works offline.
