The cost of legislation does not end with the state budget. It can appear in utility bills, rent, fuel prices and the cost of doing business.
Thoughtful policymaking means examining the full impact before Californians are left paying the bill. #caleg
If Californians can't afford the policy, the policy isn't finished. In early 2025, the Problem Solvers Caucus defined four bipartisan principles for reauthorizing what is now Cap-and-Invest: affordability, comprehensive cost analysis, robust oversight and certainty. #caleg
Convener and catalyst. The bipartisan, bicameral Problem Solvers Caucus brings together innovative ideas and diverse stakeholders to advance pragmatic policymaking, and crafts solutions based on common ground rather than rigid partisan ideology. #caleg
Good policy should survive three questions: Does it work? Can we afford it? Who does it help? Problem solving starts with asking the right questions. #caleg
Clean fuel should be cost-effective to make. That's why the Problem Solvers Caucus used its bipartisan voice to object to restrictive federal tax treatment of California's hydrogen marketplace. #caleg
Good governance requires accountability. The Problem Solvers Caucus successfully advocated enhanced transparency for executive branch actions through mandatory legislative review and oversight. #caleg
Health care costs are part of California's affordability challenge. The Problem Solvers Caucus has convened bipartisan discussion on long-term health care funding stability and connected global AI innovators with policymakers to explore responsible health care innovation. #caleg
Prosperity and affordability aren't competing priorities. The Problem Solvers Caucus believes they're inseparable: lasting affordability depends on a strong, growing economy where businesses can invest and workers can prosper. #caleg
Retail theft isn't a partisan issue. In 2024, the Problem Solvers Caucus endorsed a five-bill package to curb retail theft: enhanced punishments for repeat offenders, aiding cargo theft investigations, penalties for coercion of minors and new prosecutorial discretion. #caleg
How many days of fuel supply does California have right now? In April, co-chairs @SenValladares, @AlvarezSD, @AsmAnamarie and @JuanAlanisCA, with caucus members, asked the California Energy Commission that and more, and called for a clear emergency plan. #caleg
A budget cut isn't the last word. When the 2023–24 budget cut flood management funds, the Problem Solvers Caucus led a bipartisan campaign for floodplain projects, urging the Governor to keep $40M for San Joaquin River floodplain restoration. The funding was restored. #caleg
Housing costs don't have a one-line fix. In January, @AsmAnamarie led a Problem Solvers Caucus deep dive on housing. Deep dives let the caucus dig into a complex issue over hours or days, with a broad mix of speakers, and look for common ground. #caleg
Before California adopts a major new rule, the costs should be clear. The Problem Solvers Caucus developed 20 recommendations to expand the Standardized Regulatory Impact Analysis, so impacts on businesses, jobs, consumers and affordability are evaluated before adoption. #caleg
One question drives the Problem Solvers Caucus: how do we make California more affordable for working families, seniors, students and businesses?
Our focus: energy, housing, health care, jobs, education and workforce, and infrastructure and government efficiency. #caleg
The 2026 session, by the results:
AB 35 (signed): skips a rulemaking step so Prop 4 clean water and wildfire funds move faster
SB 795 (signed): existing pump equipment can be used for E15
Cap-and-Invest: bipartisan letter to the Speaker from 16 legislators (10 D, 6 R)

People over party.
The California Problem Solvers Caucus brings Republicans and Democrats together to cut costs for California families, from the gas pump to the power bill to the price of a home. #caleg
We don't make energy policy from behind a desk.
Caucus members have gone inside Rodeo Renewed, where renewable diesel is made (2025), and Diablo Canyon, which supplies nearly 9% of California's electricity (August 2026).
Seeing it firsthand makes for better policy. #caleg
How the Problem Solvers Caucus works:
Four co-chairs from both parties and both houses lead it: @AlvarezSD, @JuanAlanisCA, @AsmAnamarie and @SenValladares.
Members meet in person every other week, hear from experts and work toward bipartisan solutions. #caleg
✅ SB 795 is law.
Stations can use existing vapor-recovery equipment for E15.
Passed 74–0 in the Assembly, 35–0 in the Senate. Thank you @ArchuletaSD30, @SenValladares and @AlvarezSD for bipartisan problem solving that delivers. #caleg
Voters approved $10B in Prop 4 for projects including clean water, wildfire prevention and drought preparedness.
AB 35, endorsed by the Problem Solvers Caucus and authored by @AlvarezSD, is now law. It exempts Prop 4 guidelines from rulemaking so funds move faster. #caleg
