And the interest rate is 3.97%, similar to that of 4% charged to the Scarlets

Cost control, or lack of it. The symptom of a mgt team shaped by events, not shaping them and controlling them. Ultimately, when a business has costs out of control, like this, you don’t cut the core product you cut the periphery and noncore. It really shouldn’t be this hard.
