Three months after a work allocation order led two election commissioners to express concern and raise the matter with Cabinet Secretary T V Somanathan, the Election Commission of India on Wednesday issued a fresh order, which, among other changes, brought back the layer of oversight over its Director General (IT), Seema Khanna, that had been removed on July 28. On July 28, an order allowed the Election Commission's IT head to report directly to the Commission. 2 Election Commissioners said it was issued without their knowledge. More than 3 months later, Commission has brought the oversight back while insisting nothing ever changed. As reported by @sreeparna_c in @the_hindu , here is the sequence. July 28. Senior Deputy Election Commissioner Maneesh Garg who held interim charge of administration issued an internal order. It removed DEC Sanjay Kumar from charge of the IT & ICT divisions and gave Director General (IT) Seema Khanna a free hand, enabling her to report directly to the Commission. The DG (IT) heads the Commission's IT department & oversees its digital infrastructure, including the systems for electoral roll management. July 29. Election Commissioners S.S. Sandhu & Vivek Joshi wrote to the Cabinet Secretary. In letters obtained under RTI by Commodore (retd) Lokesh Batra they objected that Garg had changed the work allocation of officers - 🔹"within hours of" taking charge of administration, 🔹"without discussing or informing" them, 🔹despite "repeated and explicit oral and written instructions" to all officers, 🔹& that he had "issued similar orders on one earlier occasion." Now. A fresh order requires the DG (IT) to route files on IT, ICT and public grievances through Senior DEC Pawan Kumar Sharma. The Commission's line? ECI sources insist there is "no change" in the reporting structure & that the work allocation orders were issued as per unanimous decisions of the Commission. In the Supreme Court, the ECI said the July 28 order had never been implemented. Look at the three claims together: 🔹Two of the three Commissioners say the order was issued without discussing it with them. 🔹Commission says the order was never implemented. 🔹Its sources say it was a unanimous decision, and nothing has changed. All three can't be true. And one more fact from the report. Sanjay Kumar, the DEC who had been in charge of the electoral rolls & IT divisions & who signed the June 24, 2025 order that launched SIR across the country, has left the Commission through what The Hindu describes as a "premature repatriation." The Commission hasn't explained why. Questions demands that the Election Commission answer - 🔹Did the full Commission approve the July 28 order, or not? 🔹If it was never implemented, why did it take more than three months to formally reverse it? 🔹Why was the DEC in charge of the electoral rolls and IT repatriated early, and on whose decision? 🔹What action has been taken on the Commissioners' complaint that an officer repeatedly changed work allocations without their knowledge? 🔹Which decisions on ECINet and the voter rolls were taken while this order stood? The system that holds India's voter rolls cannot be run on orders that two Commissioners say were issued without them & on explanations that contradict each other. One order, 3 explanations and no accountability. Election Commission owes India the truth about who has been running its most sensitive system. thehindu.com/news/national/e…

An 80-Year-Old Retired Navy Officer. Eight Years of Legal Battle. One Question: Who Flew Abroad With the Prime Minister on Taxpayers’ Money? The Delhi High Court has ruled that the passenger manifests of flights used by the Prime Minister cannot be disclosed, accepting the Indian Air Force’s argument that even redacted records could compromise security. The case was filed by retired Commodore Lokesh Batra, who sought Special Flight Returns (SFRs) detailing the passengers travelling with the Prime Minister on Indian Air Force aircraft. In 2020, the Central Information Commission had ordered disclosure after removing the identities of security personnel. If public money pays for these journeys, should citizens have the right to know who travelled on their expense? And if security agencies' assessments cannot be questioned by the CIC or courts, who ensures accountability? Watch this detailed breakdown of the judgment, its legal implications and what it could mean for the future of the Right to Information Act. youtube.com/watch?v=g9w80KB_…

The Indian Express reporter Ritika Chopra responds to the affidavit filed by the Election Commission in the Supreme Court of India. - 14 objections or notes weren't raised before the decision was taken. They were written something had already being done & the 2 EC's kept saying that nobody is keeping us in the loop. The affidavit actually does not deny any of it. - The ECI concedes that the online change made in Form 6 could have actually been construed as an amendment & that officers steps needed to be corrected. - Form 6 & the declaration was eventually split up after a meeting taken by a division of the ECI on 21st Oct. However, the affidavit actually does not tell us who really made the change in the online version of Form 6 in the first place. - On West Bengal, ECI says yes the appeals were filled by officers in the Chief Electorals Office & this matters were not brought to their attention. Intrestingly it does not explain why the head of that office told one of the commissioners in August that she knew nothing about this appeals filed before West Bengal tribunals. - On the ECI NET software, the ECI told has told the SC that the audit or rather audit by experts from IIT/IISC will be done. It does not mention that Mr Joshi had actually made a similar proposal in May & in August, Mr Sandhu had written that proposal had gone nowhere. - On the July work order that prompted 2 EC's to write independently to the Cabinet Secretary which is something unprecedented. - This affidavit actually confirms that an officer issued a work order without the EC's knowledge & 2 EC's set this order aside. The affidavit afcourse doesn't name the officer who made this decision & was eventually overturned. - This affidavit doesn't say who changed Form 6 or who authorized appeals filed before the WB tribunals. It does not explain why 3 EC's not held a single meeting of ECI for 4 months & why in Goa ECI NET software blocked 97 cases that local officers wanted cleared & back on the electoral roll. It also never answers the question that the 2 EC's kept asking on file. Not whether their notes where decisions but why where they finding out afterwards. - On the 14 objections, the only thing that ECI says that it did not authorize their release. Please note that it doesn't say that those notes where wrong. #ElectionCommission #SIR #GyaneshKumar #SupremeCourt

"A pinch of salt? No, a bag full of salt." Senior advocate Dushyant Dave expresses a complete loss of faith in constitutional institutions as questions are raised over the EC’s claim that its SIR decisions were unanimous. The Election Commission has filed its reply in the Supreme Court to the petition on how the three-member Commission functions. 27 pages, approved by all three members. Its argument: every decision was unanimous, and a Commissioner’s note is a “suggestion,” not a decision. Here’s what it addresses, and what it doesn’t. 🧵 (1/10)

In September, @IndianExpress' investigation revealed that two Election Commissioners had written separately to the Cabinet Secretary seeking action against a senior officer inside the EC. What happened to those letters is now on record. File notings obtained under RTI by Commodore Lokesh Batra (retd) show the Cabinet Secretariat discussed the letters on August 3 & 4, then decided to do nothing beyond acknowledging them. The reasoning? Sandhu and Joshi had written in their individual capacity, not as the Commission. “In the absence of any official communication from the Commission as a whole, any action at this stage may be inappropriate. It may also be construed as interference in the functioning of the Constitutional Body.” The Commission, as our investigation has shown, had not met as a full body for FOUR months. indianexpress.com/article/in… via @IndianExpress

"It is a challenge to the entire system as to who will break this stalemate." Former Election Commissioner @AshokLavasa raises a difficult question over accountability within the EC. ‘The 14 objections that were made by the other ECs in last year must be made public in the national interest,’ argues @DrSYQuraishi as he calls for a JOINT presser of all ECs to clear the air.
"Absolutely. It's such a national issue, and we must know what happened." @DrSYQuraishi insists that the reported objections raised by two Election Commissioners must be made public. His argument is straightforward: when electoral decisions affect citizens’ voting rights and are subsequently rolled back, transparency is not optional. The public deserves to know how those decisions were made. #ElectionCommission #ECI #IndianPolitics #NewsToday | @sardesairajdeep

Dear Modi ji, what is this obsession with Bonds? First, Electoral Bonds and now Peace Bonds. Your government cannot silence the voice of the people by making them sign peace bonds. Protesting peacefully against injustice is not only our fundamental right, it is also our duty. We will continue to protest till the unjust SIR is scrapped and till CEC Gyanesh Kumar resigns.
