#MMT Treasury bond sales are NOT a borrowing operation; they are a tool of monetary policy for the Fed to hit its overnight(& excess reserves) rate target. Otherwise the rate falls to 0 as a result of too many reserves in the banking system. Treasury sales are a reserve drain.
