Good that you got it to work. To skip the SonarQube secret authentication for local dev, set the optional env. variable DisableAuthentication=false.

I had this problem after waking from sleep the last few months. It took several minutes before Chrome became responsive and started displaying pages.
Turning off "Automatically detect settings" in Windows Network Proxy settings fixed it for me.
