This is a direct consequence of decisions made by ATs Investment and Planning department, headed by Jenny Chetwynd and managed by Hamish Bunn - a name you might know from this excellent @HaydenDonnell breakdown:

I hate how the lower end of Queen St is now almost solely inhabited by luxury brands. Feels like I have to walk through a corridor where I'm not welcome every time I arrive in the city.
This seems hugely relevant in NZ right now:

This is the flood report you won't see on the news.
We have to admit to the problem so we can change. Our farmers are stuck in the deeply flawed systems set up by settlers & our government is beholden to those who profit from them.
We need radical change.

The problem is that these negotiations are non-binding.
The COP should be regarded as an attempt to reach an amicable agreement.
If that fails, the consequence should not be total impunity, but full liability.
Luxon clearly has never heard of shift workers. Or parents who have to leave for work at 5:30 to drive buses or trains.
His whole life experience is based around privilege.

Here’s some blunt truth — I haven't seen a single North American city with a stated policy goal of mobility "balance" that has actual street standards/designs, budgets, supporting land use etc that would actually ACHIEVE balance. It’s usually code for the status quo — cars first.
Gallery directors "severly underestimate" the fragility of planet earth, scientists say.

Wales spent £32 million lowering its default residential speed limit to 20 mph.
Savings from fewer crash deaths and injuries were 3x that amount -- in the first year alone.
I'd say that's pretty good ROI.

Anyone remember when LTCM collapsed, and a $1 billion bailout was needed to rescue the global financial system from reckless investment. Was big news.
Yesterday there was over a trillion USD "invested" in crypto. 24 hour loss since then: $120 billion.

Mic drop: @cathmckenna UN High Level Experts Group “you can’t be a climate leader & invest in new fossil fuel projects…you can’t use credits to meet emissions reduction goals…you can’t reduce emissions intensity instead of absolute emissions reductions.” #netzero #cop27
