Once more, with feeling: predictive tests (i.e., every state test) suggest who may be ahead or behind as of a moment in time, but not why. You can’t know the why until you look, and you can’t pass a judgment until you know the why. Why is that so damn hard to understand?

I’d suggest a different way of looking at the problem. We have to move from being “data-driven” to “evidence-based.” Collective human judgement, informed by evidence, is how student progress should be assessed. All students should have digital portfolios & present & defend work.
