I recently attended the Property Tax Development Program (PTDP) – LoGRI / ICTD / Munk School
I am deeply grateful to Local Government Revenue Initiative (LoGRI) for the opportunity to be part of the 2026 Property Tax Development Program. It was truly a season of learning, unlearning, and relearning.
One of the biggest eye openers for me was realizing how much revenue is quietly leaking away. From satellite imagery alone, you can clearly see thousands of new properties that are still missing from the valuation rolls, yet governments continue to introduce new taxes and increase existing ones instead of first maximizing what already exists.
In my view, we should start by collecting the taxes we already have on the books, especially Property Rates. Kampala has proven this is possible. Property rates account for 45% of Kampala’s Own Source Revenue out of 9 other sources. Through digitalization of the valuation rolls and attaching geolocations, collection rose from UGX 17 billion to over UGX 75 billion in just 10 years. That is the power of better data, better systems, and focused administration.
Excited to apply the learned tools to help close the current gap in our own context.
Thank you @LoGRITax @ICTDTax @UofT and our facilitation team @WilsonPrichard @TitilolaGiwaAkindeinde @ColetteNyirakamana @GraemeStewarWilson @EvanTrowbridge @ReganMcCort @MarieReineMukazayire for a world class program.

🏙️ Last week, the Africa Urban Lab team attended the Africa Urban Forum in Nairobi.
Bringing together a wide range of stakeholders, including governments, academia, private sector, cities, and communities, this forum created spaces for discussions and practical solutions for urban development in Africa.
The AUL hosted a side event, “Financing African Cities: Funding Urban Services, Infrastructure, and Housing,” focused on closing the urban finance gap in Africa through systematic approaches to strengthening how cities earn, spend, and borrow.
This event featured two presentations, one by the AUL Founder and Director, @kurtislockhart, on urban finance systems in Africa, and another by Abhas Jha, World Bank Manager. This was followed by an engaging Q&A panel including Colette Nyirakamana, Research Lead at Local Government Revenue Initiative.
The AUL also had a booth staffed by current Diploma students and alumni, where we engaged with many of you and talked about the work we are doing.
On the last day of the event, we took advantage of having current students and alumni together in Nairobi. It was great to see them meet, connect, and network. ✨
Interested in building skills and joining a pan-African network of urban practitioners? We are currently accepting applications for our Professional Diploma in Urban Development. Scholarships are available.
📅 Apply by August 1, 2026
