Naysayer - according to M. Pennycook

Sick to my stomach. @AngelaRayner don’t you dare boast u wrote the manifesto on ending leasehold if you’ve not done your homework on HOW TO END IT.
LABOUR IS BACKTRACKING It’s now a top-tier political issue, with @bbclaurak drawing a car-crash performance from @AngelaRayner. Rayner refused to give leaseholders a cast-iron guarantee that the cost of extending a lease or buying out the freehold will come down. Yet that was Labour’s position in opposition. Labour warned that governments could be “lobbied by vested interests” into setting enfranchisement rates “that will be punitive for leaseholders”. And @mtpennycook even tabled amendments to the legislation that became the 2024 Act, seeking to make premiums “as cheap as possible for leaseholders”. Yet for the past two and a half years, the government has been stalling on the commencement of these enfranchisement reforms, already on the statute book, claiming they will only come into force once it has made “fixes” to the 2024 Act through the forthcoming Commonhold and Leasehold Reform Bill. But Pennycook’s opposition amendments, which sought to establish a “guiding principle” of “reducing premiums for leaseholders to their lowest possible level”, are not being carried forward. Look at the small print of the government consultation on lease extension and freehold buy-out rates that neither Rayner nor Pennycook publicised in the media. It opened on 15 July without an awareness campaign and closed on Wednesday. Once these rates are picked by Ministers, they are locked in for 10 years: what leaseholders must pay. The policy will decide whether leasehold will live or die. Leaseholders were left out in the cold again, while the consultation’s obscure legal and technical jargon favoured freeholders and their lawyer and valuer lobbyists, who will have flooded it with responses. Even our supporters who are economists, have PhDs, or have backgrounds in finance and regulation said they had never encountered a more exclusionary or gamed government consultation in their lives. But buried in that consultation is Labour’s U-turn, in paragraph 14: “… it is not intended to use prescribed rates in and of themselves, as a means of further reducing premiums for leaseholders”. The enfranchisement rates policy is now merely to: “... reduce the potential for dispute and provide certainty for leaseholders, freeholders and professionals as to what to expect from this part of the enfranchisement process.” So much, then, for Labour’s manifesto promise to “act where the Conservatives have failed and finally bring the feudal leasehold system to an end”. No wonder Rayner and Pennycook are lashing out. Note the sass when Rayner invokes the Prime Minister, as if @andyburnham saying the right things about leasehold were enough to guarantee that this government will ensure a policy agenda repeatedly captured by vested interests finally favours leaseholders, not the property mafia. All the evidence of the past two and a half years, the excuses, foot-dragging and U-turns, points in the opposite direction. And Rayner acts as if journalists in a democracy need ask no further questions about this vitally important issue. We want to work with the Prime Minister and his Number 10 team to get these reforms right, but we’re being shut out. It doesn’t help when the PM’s housing minister is calling the government’s U-turn “misinformation”. We’ve run this campaign long enough to know that talking is not the same as doing. And leaseholders are rapidly running out of time. Ending leasehold is the test of the Burnham government, whether they want it to be or not.

Our people don’t take to the streets. But a revolution is happening anyway. With our wallets. Developers blame regulation. Journalists don’t ask the obvious question: What if buyers simply don’t want leasehold scam flats anymore?

🚨 NEW: The Tories say Labour's plan to let HMRC take unpaid tax directly from bank accounts is "outrageous" "Labour want the taxman to be able to empty your bank account over a few hundred pounds and leave you with nothing to pay the rent. It is absurd that Labour are handing the taxman powers like these. Scrapping these safeguards and collaborating with credit agencies so they can decide which accounts to raid is outrageous... they are once again approaching the Budget looking for yet more ways to squeeze the public so they can bankroll more benefits handouts"

Problem is, then you become part of the cover up. The value is only the value once all the issues are declared, otherwise it’s misrep. And unlike a developer who will fold their SPV, as a resident you have the lifetime risk of being sued. There is little point pretending the value is not impacted if people stay quiet.

Thank you very much, Simon! On the point of why higher rates, it’s the concept of discount rates. So you’re valuing the present value of future cash flows. The higher the rate, the more you’re shrinking future money down to what it is worth today.
The consultation is couched in very technocratic terms but Harry Scoffin has made a simple guide through pretty much all of it. It's less complicated than it appears.

Leaseholders, last chance! Government consultation on lease extension and freehold buy-out rates CLOSING 11:59PM TONIGHT. Don’t let Rayner keep sleeping at the wheel while Pennycook and lobbyists swap notes to screw you. Use our briefing to respond: freeleaseholders.org.uk/our-…
DO YOUR JOB, RAYNER Lewis Goodall last month. Nick Ferrari this morning. On Ferrari’s show, @AngelaRayner could have raised awareness of a consultation that could help end leasehold for good and stop millions of people being fleeced in their own homes, as Labour promised in its manifesto. As on Goodall’s show, she didn’t. Why the hell not? Has she even seen the consultation? What does she make of its impenetrable language and design? Twice, Rayner has hidden behind @mtpennycook, claiming he’s busting a gut to free leaseholders. So why has Pennycook changed his tune since opposition, as @thetimes reports today? And why isn’t Rayner holding him to his word? After all, as Secretary of State, she’s his boss. He’s the junior minister. It stinks. Leaseholders: don’t let Rayner sleep at the wheel while Pennycook and the freeholder lobby stitch up your future in the shadows. Respond to the enfranchisement rates consultation before the 11:59pm deadline on Wednesday. Use our briefing to help you: freeleaseholders.org.uk/our-…

LEASEHOLDERS! One of the greatest rip-offs in history and Labour are bottling it. ACT BEFORE 11:59PM TONIGHT. Respond to the government consultation on lease extension and freehold buy-out rates using our briefing to help you: freeleaseholders.org.uk/our-… RESPOND OR REGRET IT.
Embarrassing! @AngelaRayner shouldn’t let the threat of lawfare from lobbyists dictate policy. Labour promised to free leaseholders. Parliament is sovereign. Stop diluting the reforms. If rentier interests want to sue, let them. This should be classic Labour territory.
