This is not a good look for Kentucky @AndyBeshearKY.
Taxing the safer alternative more than the deadly original does not help public health. It will kill Kentuckians.
And Kentuckians should not have to pay MORE to be healthier. Thats just plain stupid.

vendors have 2-6 bottle sizes, in 3-18 nicotine levels in up to 400 flavors.
even if it was $1k per sku that is still $43 million
